No. It's built for the block editor that ships with WordPress, so you aren't locked into a builder you'd have to migrate off later.
Standard plugins work normally. Plugins that load their own heavy front-end assets will still load them — a theme can't undo that, and we'd rather say so than pretend otherwise.
